Re-organization and update of dtdparse project.  Files re-organized
to follow the style of Perl modules/extensions.  All active development
will continue under the SGML-DTDParse directory.

Part of the reorganization contains several changes.  Those changes
will be highlighted in the file SGML-DTDParse/Changes.
