The tools seem to be in openssl, the libs in libssl0.9.7 and the header
files in libssl-dev. I'm sure the naming follows a sane concept...
You're criticizing the policy, how people are naming packages, which has
little to do with apt which does a pretty good job. Splitting off -dev
packages is OK for end user systems that only use pre-built packages,
but it becomes a nuisance if users mean to install things manually.
