Speaking as a DNSBL operator it'd be easier if the BCP were set up such
that we can follow it rather than having to explain to each and every
twit who wants to play lawyer why we don't follow it.
One way to achieve this is to cover recomendations and then
recommend a procedure for declaring a variance from recommendation.
Instead of "operators should whizziwaz the famzimple" the BCP can say
"operators should establish and follow a consistent policy and procedure
about when or if they whizziwaz the framzimple." and then follow that
with discussion of alternatives and why each would be better for each
These discussions can be fully prosaic, with or without naming actual names.
Yes that is a lot of work and makes the document longer,
but every twit who wants to play lawyer (1) has to read more before he
comes to you and (2) might learn something he did not know when
he began reading the document.
