I was under the impression that the working group had said that it was not
concerned about downgrade attacks, for the DKIM usage being discussion.

Yep. That's why I asked Phill what's different now from when
we discussed this before. I admit that I can't see a big
difference, though I didn't look back at the archive/logs/minutes
to check.
