Apparently the requirements don't include the last two cases
yet. If "I sign sometimes" is the default for no SSP, then
"I know I don't sign" is relevant.
If I'm catching what you saying, -1 from a "Author of Software" POV.
Knowing you don't sign, and one if found, is strong evidence
of a policy failure.
