What is [XINDX] in the draft ?
The original versions of the specifications were in another format. The XINDX
indicates a placeholder for a cross-reference index citation. When converting
to the xml2rfc format, I could resolve some of those citations, but not all.
Since they weren't critical-path to understanding the specification, I left the
place-holders in, for eventual replacement by the correct xml2rfc <xref>
statements.
