To use a CA of any sort, the sender needs to obtain a certificate from a CA trusted by the recipient's email handling application.
This is not true. Certificates were only introduced by Lauren Kohnfelder in his '79 MSc thesis. XKMS is a key centric PKI as is the MIT PGP key server as was Whitt Diffie's original directory proposal in New Directions.
