Why was it dropped from DKIM?  Seems to address the mailing list
problem and signing scenarios related to routing vs the OA.
We didn't really feel all that strongly about it at the time -- we were
mainly thinking of it from a forensic standpoint -- but things
have sufficiently twisted and turned that maybe Phil is right that
making the relationship explicit is the right thing to do.
