This would seem to be an important issue. It asks us to change a standard
after some people have already implemented the ElG feature.
Why, then, does this letter from Phil Zimmermann not bear Phil's PGP
signature? Is this an oversight, or a forgery? OK, maybe I'm paranoid. OK, I
_am_ paranoid, but Phil created PGP to handle issues like this, and I'm
thankful that he did. Phil, did you forget to use your own tool?
