The specification includes a stronger requirement, in section 4.2.3:
    "The first partial length MUST be at least 512 octets long."


Separately, I might suggest avoid using a zero-length packet at the
end, if you can.  It's not illegal, but it's the kind of thing that
might tickle a bug in another implementation.  I'd be conservative.
