I suggest trying ftp to <ftp://ftp.ietf.org/ietf-mail-archive/ietf> or <ftp://ftp.ietf.org/ietf-mail-archive/ietf-announce>. In general, when looking for stuff at organizations that predate the web, trying ftp is a good idea.
