We are giving "them" a way to do it in the least disruptive way.
Could you expand on the disruption you believe would be minimized by
implementation of this draft?
That is, what do you believe would happen if this draft is not accepted and the
/10 allocation is not made? The draft doesn't spell this out explicitly (as far
as I can tell) and I suspect much of the discussion revolves around different
interpretations of the disruption.
