Can't locate install.cfg in @INC...

from [Lou Hevly] [Permanent Link] 
        While trying to install mhonarc2.1 on Win95 I get the following
message:

C:\Perl>perl c:\mhonarc2.1\install.me
Can't locate install.cfg in @INC at c:\mhonarc2.1\install.me line 115.

I haven't changed anything. install.cfg is in the same directory as
install.me.
