Jose Kahan is using it at W3C and makes the occasional improvement.

So I would not call it dead even 'though there may be no integrating
infrastructure to the maintenance it gets.

I would suggest writing to <jose(_dot_)kahan(_at_)w3(_dot_)org> or 
<listmaster(_at_)w3(_dot_)org>
and ask what he thinks you should say about Hypermail today.
