I was wondering exactly the same; nmh versus a new, clean, code base.
IIRC the recent announcement of a mailutils release said their MH
implementation was happily being used by MH-E now.

A clean code base would be nice. Much of nmh dates back to the original
MH release. And it's a mess.
It's not a surprise to hear of another MH replacement, since it's been years
since there's been a new release of 'nmh', even though a lot of bug fixes
are in the CVS archive.
