   Encode/Foo/Foo.xs

   do not exist at first; they are autogenerated via

   Encode/Foo/Makefile.PL

Argh, urkh, yes, stupid me.
 
   So they are guaranteed to be "Foo/Foo" form unless Makefile.PL is 
bleached in some way.
