Really? It's not supposed to unless you explicitly use the B flag. I
just tried both 3.14 and 3.22 and neither searches the body without B,
and I don't recall this ever being reported as a bug in 3.21.
I discovered this becuase I had set up procmail with copy and had
to filter for the ^subject:.*ebay.*. In a mail list I manage many times
the subject: ebay would be in the body of the message and procmail
would deliver it to the wrong folder. I had to use H to stop
procmail from searching the body.
