What about Johnny Spammer - why shouldn't he buy a class C network, set
up a DNS service complete with spf records, and a couple of MTAs, and go
for his ugly business?

Johnny Spammer probably will do just that, but there are reasons why
spammers are forging email address right now. It costs money and
makes tracking them down easier.

Now, spammers might well try burning through domain names very
quickly. They do that somewhat already. However, anti-spam
techniques such as graylisting (tempfailing) which will report a
temporary failure during the SMTP session for any host they haven't
heard of before. This causes a delay in which the spammer will likely
hit a spamtrap and the domain will be recorded in fast acting
blacklists.

Graylisting forces spammers to stick with one domain name (and IP
address) for long periods of time. Blacklists forces spammers to
quickly switch domain names. SPF forces spammers to pay for the
domains they use. They are caught between a rock and a hard place.
