If you want your voice to be heard, I highly recommend
reading/reviewing a large portion of the archives. You should also
be somewhat knowledgeable about the workings of the IETF. There are
some good RFCs/FAQs on the IETF website. The "tao of the IETF" (or
some name close to that) is a very good read.
In that respect, the IETF is no different from any other
organization. Imagine a guy who subscribes to spf-discuss and, five
minutes later, start expressing vocal opinions about how SPF should
be, while it is clear he never read spf.pobox.com or used a SPF
implementation before...
If you subscribe just for a "fire and forget" missile, at least take
the time to explain, to give details, to bring new meat, etc.
