Makes sense for NEUTRAL, but not for SOFTFAIL - debugging is
debugging, and maybe the HELO SOFTFAIL is only a simple error.

With op=helo you could reject after HELO NEUTRAL (or SOFTFAIL),
as (unofficially) specified, is that interesting in practice ?
