The only default that (IMHO) makes sense is "a" for HELO verification.
It does make the record a bit more intuitive.
"v=spf1 a:outbound.example.com -all"
"v=spf3 outbound.example.com -all"
How the parser might deal with this: anything that doesn't begin with a
legal mechanism or modifier (or ip literal, if we use implicit ip4/ip6)
is a FQDN with implicit "a:", and throw a permerror if it doesn't
resolve.
