Yes, put it in a footnote construct, with an empty footnote citation. You
will have to put the construct into an empty block, since it is an inline
construct. The body of the footnote will drop to the bottom of the page.
Remember not to be prejudiced by the names of the XSL-FO constructs ... if
one gives you the effect you need, go ahead and use it. XSL-FO describes
layout and meaningful (but arbitrary) names have been given to the layout
constructs.
