That's easy. Place dummy block with an id at the very end of the document and
then use its id in fo:page-number-citation:
<fo:flow flow-name="xsl-region-body">
...
Page <fo:page-number/>/<fo:page-number-citation
ref-id="theEnd"/>
...
<fo:block id="theEnd"/>
</fo:flow>
