History?
Sometime back in ?2001 era, this list was instrumental in parting
xslt from (what is now) xsl-fo. Prior to this it was all XSL,
as defined largely by James Clark.
Only the people who were in the WG at the time can really say which
factors -- politics, people, users, availability of software, or
something else -- prompted the change, but the first separate XSLT draft
was published on 21 April 1999 [1].
