[fetchmail] Logging patch against 6.2.2

Attached is a patch to enable the logging tag (which is set to the program 
name, fetchmail) to be changed.  Written because I find it useful to tell 
which running copy of fetchmail is producing the errors.
It's been tested, even if only on my one machine.  However it's so trivial 
that I doubt much could go wrong (words, last, famous).
I'd be grateful if those who maintain fetchmail consider this for inclusion.
