How does one use the 'plugin' server option with a POP3 server?

The example in the man page is for imapd and I can see how that works
as one can call 'imapd' from the command line and it talks to you via
stdin and stdout. However most POP3 servers won't do this will they?

I don't know of any web servers that do this. I've had very good luck
with the UW imapd. Is there some reason you must use a POP3 server?

Yes, there is really, it's not my system, I just have a shell login
account there and the only mail server running is a POP3 server.
(and it's not a 'web' server really is it?)
