Re: content-charset and ISO-2022

Neil's suggestion is definitely the way I'm leaning too, except that, on
the assumption that character sets are moving to the attribute/value
notation, it seems to me that "ISO-2002-jpn-7" should NOT be a charset,
but rather a subtype of text.
