I have just released the update of the RFC-CHAR draft Dec 1991.
It is available at dkuug.dk:pub/rfc-char (about 200 kb).
I have done several changes to the RFC-CHAR draft, including changes
to accomodate Santa Fe decisions.
1. Included names with hyphen like ISO-8859-1.
2. Included definitions of East Asian 16-bit character sets
3. Updated the 10646 draft reference to the Sept 91 draft.
This includes definitions for Vietnamese.
4. Added some character sets.
5. Added some character set names.
6. Corrected 2 errors in the character tables.
7. written description for the language defining the 16-bit charsets
8. written description of the definition of the "mnemonic" charset
9. included definition of the ISO-2022-JP encoding scheme
10. added wording for IANA registration.
