a MIME-Version misfeature

I hope it is generally realized that mail agents may reorder headers, and thus
a MIME-Version may occur *after* Content-Type headers.  This implies either a
two-pass scan through the headers or at least looking ahead to find a version
header if a Content-Type is encountered without it.

All in all, it's starting to look like MIME-Version is not really all that
well thought out and is in danger of being superfluous baggage.
