SHIP-STOPPERS

I have read the new RFC-MIME draft, and I see that the two
SHIP-STOPPERS that I have previously mentioned, were not
accomodated. So this the RFC-MIME is not acceptable to me.

Please change the draft so the following two requirements are
accomodadet:

    acceptance of MNEMONIC as one of the acceptable character sets.
    a close binding, or a merger with RFC-HDRS.

This is in accordance with what we agreed to in Santa Fe.
