Character fall back

Recently a technical guide was issued from EG ODA EWOS on
"FALLBACKS for ENV 41 510". The document is dated 1992-01-16.
The document recommends fall back for all ISO 8859-1/1987
characters by use of ISO 646 and it can be obtained from EWOS
under ref. EWOS/TA/92/016.

Similar document for harmonization of different transliteration
tables is prepared within CSC group of CEN.
