new RFC-CHAR draft

I have released a new version of RFC-CHAR, dated 19 feb 1992.

Changes are:

More persons in the acknowledgement list.

an error with two IBM EBCDICs for arabic having the
same name is corrected.

Some long character names and codes for 10646 have been corrected;
this does not affect any character set tables,
as 10646 / unicode is not defined with tables yet.
4 characters changed mnemonics, but these were not used in
any charset tables.

Specification of removement of delimiting underlines, when going to
representations with intro=0.

Comments about preferredness of iso-2022-jp and discouragement
of mnemonics for Japanese, Chinese and Korean.

The intro is defined as a sequence of up to two characters,
to allow for the sequence space-backspace.

changed wording slightly about update procedure, allowing
both full updates and incrementals.

coming soon at your nearest internet-drafts outlet.
