per character.

Whoops!  You're right, it's only 2-3 octets for Asian chars in UTF-2.
My previous message mistakenly talked about "3, 4 or more" octets.

By the way, UTF-2 would require a content-transfer-encoding of "8bit".
So I guess we need to encode in quoted-printable or base64 until 8-bit
paths are available, thereby further increasing the number of octets
required, but that's just a price we've gotta pay...
