Really?  What user agents implement it?

I am not aware of any. But implementations exist on the MTA level
and other places in PMDF, GNU recode, emil, and RARE C3, besides
my own implementations.  But you can just include a conversion filter
as part of your pager in the MUA.

Some agreement and general recommendations from IETF would certainly
help.

Well, to do this, you'd have to get *consensus* in the IETF that mnemonic
should be on the standards track.  And given the nature of the character set
debates these days, I'd say that consensus would be pretty hard to get!

Well, there are different ways of doing recommendations.
IETF -  that is us. If we recommend it for usage then that would do
some of the work.
