When it contains very long lines.

(In Eudora, I also use it when the text *might* contain very long lines; I
don't make a complete pass over large external files to check that before
sending them, and so use the most conservative CTE (if the user has told me
I may not wrap the text).  The maximally interoperable thing would of
course be to bite the bullet and make two passes over the text, but I'm not
at this point willing to do so.)
