    I would like to add some comment.

    Untyped massages have no information to interpret,
anyway.  So, they are interpreted in the receiver's context. 
Maybe as US-ASCII plain text in U.S., as ISO-2022-JP plain
in Japan, and so on. That is how it has been dealt with.
Standard should not define any default interpretation.

P.S. I date put my signature in ISO-2022-JP style, as an
         ---- dare, I meant ;-)
example of ISO-2022-JP plain text.
