A proof

Here is a proof on why MIME charset mechanism and I18N are unrelated.

        1) Suppose, you purchase a package MIME software because you
        don't want to install MULE by yourself.

        2) But, you need a charset, which may or may not be ISO-2022-INT-*
        but something not contained in the package.

        3) You must install it by yourself, anyway.

Thus, MIME and I18N are unrelated.
