I would like to get a clarification on the following statement:

   "Any header fields in the enclosed message which do not start with
    "Content-" (except for "Message-ID", "Encrypted", and "MIME-Version")
    will be ignored."

Again from RFC1521 Sept 1993.

   Does "ignored" mean dropped?  In the example in RFC1521 the
"X-Weird-Header-1: Bar" and "X-Weird-Header-2: Hello" do not appear
in the reassembled message and thus are dropped.  So why are they
included in the body of the partial message at all???
