New mailing list for discussing mail header registry

There is a new mailing list for discussing draft-ietf-drums-MHRegistry and
how to set up the registry. To add yourself to the list, send a message to:
     ietf-header-reg-request(_at_)imc(_dot_)org
with the word "subscribe" in the body of the message.
