Fair enough! The ambiguities are fixable (that was just a first draft).

I think I would now want to take out the bit about removing '"' only
outside matching <...> and just remove them either regardless (except when
preceded by '\') or else not at all (but I worry about agents that create
unnecessary quoted-strings "just to be safe"). I don't see that the rest
is over-complicated, and I have in any case offered to write a model Perl
script for an appendix, which might indeed show up unexpected
difficulties.
