Given that you can use the ESMTP 8BITMIME extension to avoid the
transfer encoding and that UTF-7 is a pretty gross encoding for a
charset itself, I would recommend not making it the default fallback.
Though many MUA's support UTF-7 if they also support UTF-8, I know of
none that supports it by default. UTF-7 is really all but dead. I
don't think it's worth it.
