IMHO - if you're defining a new encoding, call it an encoding.
don't bury it in a new content-type.  I don't expect news to
gateway directly to email anyway - too many differences between
the formats - so if gateways have to convert encodings at the
boundaries in addition to other conversions I don't see a big
problem with that.
