no, spam messages are advertising, and the purpose of advertising
is to get your attention (often it works better if it's annoying).
so advertisers find HTML more effective than plain text.

of course, spammers should be fed to pirhana for other reasons 
anyway; their use of HTML to annoy us just makes the case clearer.
