I believe it was a case of system [mis-]configuration (and not
limited to a single system, BTW) rather than coding per se.

I haven't seen -0801 recently (but I haven't looked hard).
There are still numeric offsets used which do not
correspond to any time zone. An analysis of 9419 recent
email meesages shows 109 with such offsets, all in the range
-1500 to -1900 (and all of those messages are spam).
