Ok, so assume for a moment that while we can (someday) prohibit the
use of the older format on usenet, reading tools probably have to
be told that they must decode the older 7 bit format forever, in case
they need to read an old article.    Forwarding is not an issue, as
tools can be told to map the old 7 bit encoding to the new one in that
case.

No, that's then not forwarding a message, it's sending a modified
copy of a message.  The obvious case where that won't work is
where the original message in question is being sent as an example
of a message with certain header content.

A Usenet-specific example is the periodic posting of FAQs and similar
articles, some of which haven't changed in years.
