strongly disagree.  believe it or not, there are protocols useful to the
network that don't necessarily involve sending bits over the network.

I really can't agree on this point.  Standardization of the zone file
format was and remains a horrible idea.  It's resulted in a ton of
BIND-specific crap creeping into the DNS standards that has interfered
with real interoperability with other implementations based on different
underlying concepts, because the zone file format embeds assumptions about
how the servers work that aren't actually necessary portions of the
protocol.
