821 is much stricter about the syntax of domain literals than 822, so an
SMTP agent that doesn't look at the message data can reasonably decline to
handle quoted pairs in domain literals.

Exim goes a bit further and does not support domain literals at all unless
you turn the feature on. Even then it only supports 821-style strict
syntax (plus IPv4: and IPv6 tagged address literals), without space or
quotes.
