I've seen a number of posts containing statements of the
form "most spam does X", "most spammers do X", "most of
the cost is X", "many users need X", etc.
These are essentially conclusions that, to be valid,
should be drawn from objective, reliable data. However,
such data are rarely cited to substantiate these
conclusions. The only ones that stick out are of the
form "This is what we see on our systems," which while
objective, are single samples in a large sample space.
Does the ASRG have a need for more reliable data to
either confirm or refute statements of this sort? If
so, there are at least two tactical questions:
How should such data be managed, stored, reviewed,
made available to the public, etc?
What data is needed and how should it be collected?
(OK, maybe that's three questions.)
