I think it needs to be stated explicitly: the business models of most
"mailing houses", legitimate or otherwise, provide a financial
disincentive to following any "global opt-out list". Ie: mailing houses
charge "per impression". The global opt-out reduces their "impression"
count...
If global opt-out were to work in any meaningful sense of the term, it
has to be _forced_, either by legal means or a clear fear of impending
legal means.
I think the eMPS provides ample proof that a strictly voluntary one
isn't working.
