And the idea about "queueing it closer to the sender"... again, a
large percentage of spam TODAY is sent by spambot zombies.  So you're
NOT clogging up SPAMMER uplinks... or increasing THEIR costs...
you're clogging, abusing, and increasing the cost to VICTIM ISPs and
VICTIM users.

They _are_ spammers.  They may be doing it unwittingly and/or
unwillingly, but they're sending UBE.  _Also_ victims, they may be, and
I would cheerfully agree that they should not be punished as severely
as knowing and willing spammers...but they're still spewing spam and
need to be spanked.

As long as people buy into the idea that UBE spewers are not spammers
just because they're not aware they're doing it, the zombie armies will
continue to be an unfixed and probably unfixable problem.
